POSITION OUTLINE
POSITION TITLE: Maintenance Worker
NAME OF INCUMBENT:

SALARY RANGE: $11.56 to $16.00 per hour
POSITION OVERVIEW:
This position regularly performs the maintenance work at the LHA apartments and office sites under the general supervision of the Maintenance Supervisor. Work involves proficiency in several trades, with working conditions and degree of individual discretion exercised differing according to the location and nature of assignments. Work requires exercising technical judgment independently in determining work methods and procedures. The job is a physical job and requires the ability to: 1) Visually identify maintenance and repair problems, 2) Drive to sites and to supply vendors, and 3) Physically make repairs and perform necessary maintenance. Experience in repair and maintenance and/or new construction will be required.

This position has a broad, indeterminate and indirect influence on the physical plant of the organization.
REPORTING SUBORDINATES:
No subordinates report to this position. Occasionally, use of volunteer or temporary labor may require this position to supervise.
ORGANIZATION CHARACTERISTICS:
The Longview Housing Authority is a public organization created under the Housing Authorities Law of the State of Washington. Created in 1976, the Authority’s jurisdiction of responsibility includes Cowlitz, Pacific and Wahkiakum counties. The Authority administers various federal-housing programs, locally owned properties, and Section 8 Housing Assistance Payments Programs. It also owns and manages federally funded USDA Rural Rental Multi-Family Housing, and operates several programs designed to expand affordable housing opportunities.
WORKING ENVIRONMENT:
This position requires the incumbent to work extensively “on-site”; the incumbent is required to be available to work in and around the property owned by LHA and may be required to enter into individual units which may be dirty, smoky, and have minor hazards. Incumbent will be required to make repairs to units as deemed necessary, which may include: visual inspection, physical dexterity and strength, and knowledge of safe techniques. The incumbent may be required to work directly with tenants and their requested repairs, which may place incumbent under extreme stress and require extreme diplomacy.
QUALIFICATIONS:
1. Two years minimum experience in the construction or maintenance of building, electrical, carpentry, plumbing and mechanical trades work.
2. High school diploma or GED equivalent.
3. Knowledge of the methods, tools, and practices used in painting, plumbing, carpentry, concrete work, and electrical trades.
4. Knowledge of the occupational hazards and safety precautions of the building, electrical, or mechanical trades.
5. Ability to make accurate estimates of time and materials required for repairs and maintenance work.
6. Ability to keep simple records and make reports.
7. Ability to meet the public effectively and give information
regarding ground and building facilities and LHA regulations.
8. Skill in the use and care of tools and equipment employed in the
building, electrical, masonry, concrete, and mechanical trades.
9. Knowledge, ability and skill to perform administrative duties as assigned.
10. Must have a valid Washington State Motor Vehicle Operators License.
11. Must furnish proof of an acceptable driving record (per Authority vehicle liability insurance provider guidelines) from the Motor Vehicle Division.
12. Must be able to participate under “Blanket Bonding” agreements from the insuring company furnishing the Authority coverage, including but not limited to, no record for any crime of violence or theft.
13. Must participate in all phases of group insurance coverage—to include but not limited to: Life Insurance, Health and Hospitalization Benefits, and Retirement Benefits now in effect, unless a waiver of insurance is signed because of coverage provided by a spouse’s employer.
ESSENTIAL JOB FUNCTIONS:
PHYSICAL:
Sufficient physical strength and agility and freedom from any disabling defects, particularly those which will tend to diminish abilities of: 1) thought, or 2) performing heavy manual labor, or 3) performing visual inspection. Must also have ability to work out-of-doors and under adverse weather conditions.
MENTAL:
This position consists of 10% administrative tasks, which include, but is not limited to, issuing/tracking work orders to ensure completion within required guidelines, checking vacated units and tracking to completion. The remaining 90% are hands-on maintenance tasks.
ILLUSTRATIVE TASKS:
Performs cleaning, painting, glazing, soft vinyl goods, masonry, plumbing, carpentry and electrical repairs to buildings and equipment. Cleans, services and makes repairs to a wide variety of heating, ventilating and related equipment. Removes and replaces partitions, installs doors and locks, makes repairs to all types of roofing, repairs cabinets, floors, windows, footings, sidings, and makes general structural repairs on the journeyman level and other related carpentry work. Measures, cuts, threads and installs pipes for water lines, repairs and replaces plumbing fixtures and performs related electrical work and acetylene welding. Make estimates of labor, time, cost and materials. Repairs floors, installs soft and ceramic tile. Performs exterior and interior painting. Installs window glass. Performs masonry and concrete work in connection with sidewalks, curbs and gutters, also on buildings and foundations. Does related work as required. Works with contractors as needed to assure completion of necessary maintenance and repairs.
