LHA in partnership with Emergency Support Shelter will provide tenant based rental assistance (TBRA) to 16 homeless and/or chronic homeless victims of domestic violence in Cowlitz County. Eligibility is determined and all families are referred by the Emergency Support Shelter.

This TBRA program will offer supportive transitional housing opportunities to women and their children who have been recent victims of domestic violence. Eligible women, who have decided to permanently leave the abusive relationship, are offered affordable and safe housing, individual case management, participate in support groups and receive individual as well as legal advocacy services. Children’s therapy and parenting support is also available for clients. All services are designed to offer the most supportive environment possible to increase the likelihood of success for participants. The goal is to assist women and children to successfully leave domestic violence situations and find a future free from abuse. The long term goal is that this will assist in breaking the intergenerational dynamics that domestic violence can create.

TBRA participants will be required to be actively working on long-term goals for self-sufficiency. ESS staff will monitor participation in supportive services. After completion of a DV program and a maximum of 18 months of TBRA participation, clients will be transitioned to the Section 8 Voucher program.

ESS does not maintain a waiting list for this program, but will determine the overall suitability of clients for the program by interviewing eligible survivors and summarizing background and/or history information that may bear on the individual’s potential for success in this program. Eligible families are referred to LHA.
