MINUTES TO THE REGULAR MEETING
OF THE LONGVIEW HOUSING AUTHOURITYBOARD OF COMMISSIONERS
JUNE 23, 2008
At the Longview Housing Authority Offices
1207 Commerce Ave., Longview, WA.

Chair B. Jo Brewer called the regular June meeting of the Longview Housing Authority Board of Commissioners to order at 4:00 pm on May 28, 2008.

Hearing – HUD 2009 Annual Plan
Covered background, started in 1998. It requires housing authorities to make a five year plan. Then one year plans annually, since Longview is a high performer, we only have to do abbreviated plans. CMAP certification in October

Workshop with FERC and Housing Authority would like to have facilitator come in end of August
Columbia Theater would like to rehab Pepper Theater. They would like to use parking lot for construction, set meeting with residence. Setting meeting with in 2 weeks contractor will be present to discuss parking problem.
Lewis county commissioners have money to help with flood relief for homeowners. They have been trying to work with Lewis County with no luck. They were excited about having housing authority manage the money for them.
Have not heard anything about cut in Section 8 administration fees yet.

Business
BOARD DISCUSSION: HOME & Document Recording Fees funding update. Will be able to help about 8 people with the 5%
BOARD DISCUSSION: Update on Development Projects. Phoenix House.
BOARD ACTION: Approval of Development Services Agreement with Reliable Enterprises. It will be roughly 25 units, to serve between 45 and 60 people.

BOARD ACTION: Approve Purchase and Sale Agreement for Ocean Beach Highway Property.
A motion was made but failed for lack of a second, more information was required.

BOARD ACTION: Approval of Resolution 08-02 HUD Annual Plan
Motion was made by Wayne Ostermiller, Commissioner and seconded by Adora Greenwood, Commissioner
BOARD ACTION: Approval of Resolution 08-03 FY2008 Budget Revision
Motion made by Bruce Fischer, Commissioner and seconded by Bill Cox to approve budget.
BOARD ACTION: Approval of Resolution 08-04 Amending Section 8 Administrative Plan. FSS – Coordinator Agent
Motion made by Bruce Fischer, Commissioner and seconded by Wayne Ostermiller, Commissioner
BOARD ACION: Approval of Purchase/Sale Agreement for 207 20 Ave., Longview, WA.
Motion made by Bruce Fischer, Commissioner and seconded by Adora Greenwood, Commissioner
Motion was made by Bruce Fischer, Commissioner to authorize staff to pursue project and come up with additional information about what is possible if we ultimately decide to pursue this property, motion was seconded by Adora Greenwood, Commissioner
