MINUTES TO THE REGULAR MEETING
OF THE LONGVIEW HOUSING AUTHOURITYBOARD OF COMMISSIONERS
November 24, 2008
At the Longview Housing Authority Offices

Vice-Chairman Fischer called the regular October meeting of the Longview Housing Authority Board of Commissioners to order at 4:00 pm on October 30, 2008.

Changes & Additions to the Agenda

Commissioner Kosloski made a motion to adopt changes in the agenda. Vice-Chairman Fischer seconded. Motion Passed.

Consent Agenda
Review of Minutes for October 2008 Regular Meeting
Approve October 2008 Vouchers as paid
Approve write-off of doubtful accounts in the amount of $135.00

A motion was made by Vice-Chairman Fischer and seconded by Commissioner Kosloski to approve the Consent Agenda. Motion Passed.

Chairman and Secretary Report
Secretary Pegg reported on the State of Washington 6 billion dollar deficit and its impact on funding.

Secretary Pegg informed the board that the 700 billion dollar bailout included monies for infrastructure.


Secretary Pegg informed the board that the City of Longview is looking to pass a no camping ordinance. In a meeting that Secretary Pegg and Chairman Brewer attended there was a debate as to the usefulness of the ordinance. All attendees were given 30 days to come up with an alternate solution to the growing homeless population in Longview.

Chairman Brewer attended Commissioners training on ethics conference. They will be starting new certification programs that would require active board members to become re-certified every couple years.

Chairman Brewer would like to see the Board of Commissioners for the Longview Housing Authority attend professional development training and advocacy program enhancement, together as a group.

Chairman Brewer informed the board of two people that are being vetted for HUD, Jim Cliber and Shirley Franklin.

New Business
BOARD DISCUSSION: Dan Freedman presented updates on Development Projects
BOARD DISCUSSION: Request from JPCHA for LHA to act as co-general partner on South Bend Project.
Motion was made by Vice-Chairman Fischer and seconded by Commissioner Cox. Motion Passed.
BOARD DISCUSSION: Katie Wilkie’s presentation was tabled until next scheduled meeting due to time constraints.

Unfinished Business
BOARD DISCUSSION/ACTION: Resolution 08-08 – Authorization of rehabilitation for Woodside West.
A motion was made by Commissioner Kosloski to change wording to include, not to exceed $250,000. Commissioner Ostermiller seconded. Motion Passed.

A motion was made by Vice-President Fischer and seconded by Commissioner Cox to approve resolution 08-08 with wording changes. Motion Passed.

BOARD DISCUSSION/ACTION: Request for approval on procurement limits for On-Site managers to $200 and increase in Asset Manager Procurement limit to $1000.

A motion was made by Vice-President Fischer and seconded by Commissioner Ostermiller to approve procurement limits and increase Asset Manager limit. Motion Passed.
BOARD ACTION: Change Annual Meeting Date from December 22 to December 18.

Vice-Chairman Fischer made a motion to change the annual meeting date from the 22 to the 18. Commissioner Kosloski seconded. Motion Passed.

There being no further business to discuss, Chairman Brewer adjourned the regular board meeting.
