SPECIFICATIONS INSTRUCTIONS FOR PROPOSALS FOR: Turnover Painting Services

REQUEST FOR PROPOSALS
Project Name:
Turnover Painting Services
Contract Dates: Start July 1, 2008 through June 30, 2009.
Location: Residential properties located in Longview, Woodland, Cathlamet, Kalama and Castle Rock, WA.

INVITATION TO SUBMIT PROPOSALS
The Longview Housing Authority (LHA), with offices at 1207 Commerce Avenue, Longview, WA 98632, is requesting bids from firms interested in submitting proposals for the award of contracts for turnover painting services for 11 residential properties owned by the LHA.

PROJECT DESCRIPTION AND INFORMATION
The general description of the project and general project information include the following:

  • SCOPE OF WORK:


The work is the interior painting, including preparation and clean up, of at least 150 apartment units over the next twelve months. 50 of the units are two color style, the remaining are a single color. Properties include studios (approx. 250 – 300 sf.), one bedroom (approx. 400 – 645 sf.), two bedroom (approx. 890 – 950 sf.) and three bedroom units (984 sf.).

Paint products to be equal to or better than 100% Acrylic Satin Laytex and match existing paint colors being used on each property. All primers to be compatible to applied surfaces and to provide equal quality as afore mentioned paint product. If airless paint application will be used, paint must be back rolled or brushed to provide even paint application to all surfaces.

Units become available randomly through out the year. The contractor must be able to complete the unit within twenty days of notice to the contractor.

  • FORM OF RESPONSE


Bid should be flat per unit price for each size. The fee must include fees for labor, fuels, misc. materials, cleanup, and any necessary permit and disposal fees.

The contract for this service shall be awarded for one year with the option of two (2) one year extensions if agreed upon by both parties.

REQUIREMENTS:


LICENSES AND INSURANCE
Firms interested in submitting bids must be bonded, insured and licensed in the State of Washington. Copies of current licenses, insurance ($500,000 minimum liability), bonds and L&I account number must be submitted with bids. Bids not containing these requirements will not be considered.

PREVAILING WAGE
These projects fall under the category of public works contracts. Prevailing wages must be paid to all employees and required intent and affidavits must be filed with the Washington State Department of Labor & Industries (L&I). Enclosed are the current wage rates and brief instructions to comply with L&I regulations. More information can be obtained online, www.lni.wa.gov/prevailingwage or at the local L&I office.

SALES TAX
All bids submitted should not include a line for Washington State sales tax. The LHA is exempt under Washington State RCW# 35.82.210-1965 from paying sales tax on any goods or services. See Washington State Department of Revenue for rules governing contractor responsibility when installing materials in government owned exempt properties. There are some requirements that may need consideration in your bid.

REFERENCES
References are required to be submitted with proposal to establish the credibility and experience in providing landscape maintenance services. Please attach a list of references with a minimum of 3 recent customers to submitted proposals. Note: We will contact references to rate Customer Service Value if you have not worked for LHA in the past 3 years.

PROPOSAL DUE DATE
Full Proposals shall be due in the Longview Housing Authority office, 1207 Commerce Ave., Longview, WA 98632 at 4:30 p.m., Friday, June 20, 2008. Proposals may also be fax to 360-425-6940. LHA strongly encourages minority-owned and women-owned businesses, socially and economically disadvantaged businesses, and small businesses to respond to this RFP or to participate in a subcontracting capacity on LHA contracts


REJECTION OF PROPOSALS
The LHA reserves the right to reject any and all proposals in response to this RFP that are deemed not to be in the LHA’s best interest. The LHA further reserves the right to cancel or amend this RFP at any time and will notify all recipients accordingly.
