REQUEST FOR PORTABILITY
Policy changes effective 12/9/2004

Portability is HUD’s term for transferring from the jurisdiction of the Public Housing Authority (PHA) who issued the Section 8 voucher to another PHA’s jurisdiction.

1. Families with Housing Choice Vouchers are eligible.

2. Family must live in the issuing PHA’s jurisdiction and hold a valid Housing Choice Voucher to be eligible.

3. Family may move to any out-of-state PHA’s jurisdiction. The PHA that receives the portable family does not have to accept a Voucher unless it has a Voucher program. If it does not have a Voucher program, it may choose to refer the family to another PHA with a Voucher program.

HOW TO EXERCISE YOUR PORTABILITY OPTION

1. You may transfer your assistance to any PHA jurisdiction where they are willing to absorb you (issue you a voucher out of their own funding availability) into their own program. If their policy does not include absorbing you into their program, the transfer will not take place, unless:

2. Their Family Payment Standard (FPS) is equal to or less than Longview Housing Authority’s Payment Standards.

3. Notify your Housing Specialist where you would like to transfer your voucher to.

5. You will need to know if the destination PHA is absorbing.  To locate a Housing Authority in the jurisdiction you wish to go, click Housing Authority Search.

6. If the destination PHA will not absorb, their Family Payment Standard must not in excess of Longview Housing Authority’s Payment Standards

7.    Your Housing Specialist will notify you when they have contacted the receiving Housing Authority.
