Veteran Tenant Based Rental Assistance (TBRA)
Longview Housing Authority (LHA) in partnership with the Cowlitz Valley VFW #1045, the Dept. of Veteran Affairs, and the local VA Medical Center, are assisting homeless veterans and their families become residentially stable and self-sufficient. Veteran TBRA is a transitional housing program helping 20 veterans with up to 24 months of rental assistance and supportive services.
Veteran TBRA allows veterans to rent an apartment or house in Cowlitz County.
In addition, participants receive access to extensive supportive services and casemanagement with the goals of increasing their skill levels, income, and self-sufficiency.
Veterans who successfully complete the program are given the opportunity to transition on to LHA’s Housing Choice Voucher program where they can opt to receive casemanagement to further their goals toward education and employment.
The Veteran TBRA program:
Help with breaking the cycle of homelessness.
Help with rent, utilities and security deposits
Casemanagers who assist you in reaching your personal goals.
Referrals to the follow services:
Medical/Dental, Mental Health, Substance Abuse, Education, Employment, Disability Claims.
Emergency assistance with transportation, food and other household supplies.
Graduates can transition to the House Choice Voucher Program
Program Requirements:
Participation in the Veteran TBRA Program is voluntary. Each Veteran must meet the following requirements;
1. Qualifying Veteran
Served in the active military, naval, or air service, and who was discharged or released there from under conditions other than dishonorable.
2. Homeless
Lacking a fixed, regular and adequate nighttime residence; or having a primary nighttime residence that is --(A) A supervised publicly or privately operated shelter designed to provide temporary living accommodations;
(B) An institution that provides a temporary residence for persons intended to be institutionalized; or
(C) A place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings.
3. No Drugs & Alcohol
All residents will be required to submit to random Breathalyzer and/or UA’s while participating in the Veteran TBRA program. Failure of the tests or refusal to comply will result in immediate enrollment in a treatment program.
4. Daily Contact with Casemanager
According to federal regulations, each resident is required to phone their casemanager DAILY to confirm they are residing in their unit.
5. Other Program Requirements
(A) Participants will establish move out account by having a personal budget and savings.
(B) Participants will be expected to obtain employment and/or schooling unless they are not released to go to work by a doctor.
(C) Participants will volunteer in order to give back to the community.
(D) Participants will keep their units neat and clean EVERY DAY by picking up after themselves and using the cleaning supplies provided.
(E) Other Veteran requirements may apply as required by LHA.
